Feng Liu

Dr. Liu was elected as the first Chairperson of the Financial Planning Standards Board of China Ltd (FPSB China) in February 2009. Before this post, he served as Deputy Secretary General of the Financial Planning Standards Council of China for four years. He is also the secretary general of the FPSB China Advisory Panel, and a member of the FPSB Certification and Standards Advisory Panel.

He has been the chief editor and author of the CFP Text book “Investment Planning” which has been published in China since 2004. He has been an independent Board Director for Oriental Fund Management Co (from 2004 to 2010) and for Qilu Bank (since 2007). Dr. Liu is also an Adjunct Professor at the Desautel Faculty of Management of McGill University and at Faculty of Economics at Nankai University.
 
As a founding member of the CFP certification programme in China, Dr. Liu has made a great contribution in helping FPSB China to become an FPSB affiliate, establishing CFP standards, setting up education programmes and the examination system, and creating certification standards.

Dr. Liu served as a member of the FPSB nominating committee for two years (from 2007 to 2008). He held a Royal Bank visiting professorship at the Graduate School of People’s Bank of China (from 1998 to 2008) and a visiting professorship at Central University of Finance and Economics, Renmin University and Dalian University of Technology. He has also served as a Vice President of the Canadian Chinese Finance Association (from 2002 to 2005), as a Senior Advisor for China Asset Management Co (in 2001) and Fullgoal Fund Management Co (in 2000), and is a member of the American Finance Association (since 1995).
 
Dr. Liu managed various international projects while he was the Director of China Projects at McGill University from 1996 to 2005, including: the McGill Chinese Executive Development Program (from 1998 to 2005); the Qualification of Financial Professionals in China – A Public Sector Reform Project (from 2001 to 2003); the CCUIPP (Canada-China University Industry Partnership Project) National Activities (from 1998 to 2002); the CCUIPP Financial Service Linkage (Concordia-McGill-Xiamen) Project (from 2000 to 2002); the Canada-China Financial Service Development project (People’s Bank of China) (from 1996 to 1999); and the International Institute of Banking in Shanghai (from 1998 to 2001).

Dr. Liu received a B.Eng. of Civil Engineering (in 1983) and a M.Sc. of Management (in 1987) from Tianjin University, and a Ph.D. in Finance (in 1995) from John Molson Business School of Concordia University in Canada. He is also a Certified Independent Board Director (2002) by the China Securities Regulatory Commission and Tsinghua University. Dr. Liu was a recipient of a Best Paper Award in the Global Finance Association’s 2002 Annual Conference, a AAII Best Paper Award in Investments (1996) by the Midwest Financial Association (US) and a Science & Technology Progress Prize by the State Education Commission of China (1987).
